Fasteners and other companies should respond to the EU

After the EU launched an anti-dumping investigation against Chinese coated paper in February, it did not stop there, and wanted to make up the "counter-subsidy" gun. Once the case is filed, it will be the first "anti-dumping and anti-subsidy" (hereinafter referred to as "double-reverse") investigation initiated by the EU on the Chinese coated paper field.
According to the latest statistics released by the Import and Export Fair Trade Bureau of the Ministry of Commerce of the People's Republic of China, as of the end of March 2010, the EU has initiated a total of 152 trade remedy measures against China, of which the EU has decided that the trade remedy measures being implemented will reach 56 cases.
Statistics show that in the EU's trade remedy cases against China, anti-dumping cases accounted for the vast majority, a total of 149, in addition to two safeguards and one special safeguard measures.
Cheng Dawei, an expert at the Beijing WTO Affairs Center, said that from the statistical results, there are currently 56 kinds of export products in China that are “suffering” with EU trade remedy measures. This figure is relatively high globally. Some of these products have undergone several anti-dumping or other trade remedy measures, but after the expiration of the relief measures, the EU has once again launched protection measures such as “sunset review”, which has extended the implementation period of trade remedy measures.
Among the various EU anti-dumping exports to China, the anti-dumping sanctions imposed on Chinese leather shoes have been nearly five years old.
In July 2005, the EU began anti-dumping investigations on Chinese leather shoes. In October 2006, it began to impose a 16.5% anti-dumping duty on Chinese leather shoes. In October 2008, after the European Union imposed a two-year anti-dumping measure on Chinese leather shoes, the European Commission initiated an anti-dumping administrative review after disregarding the objections of the member states. At the end of 2009, it decided to continue to impose 15 leather shoes on China and Vietnam. Anti-dumping duties for the month.
In response to anti-dumping Zhejiang enterprises' products, the ASEAN's exports to the EU frequently encounter anti-dumping measures. How should Chinese enterprises respond? The practice of a company in Zhenhai District, Ningbo, Zhejiang Province can be used for reference.
The company, called "Zhongbin Fasteners", maintains a "zero exit" for the EU market, and its sales in the EU market are 40% of the company's total sales. Originally, these products were produced at the company's base in Malaysia and are all EU fasteners that are anti-dumping against China. By means of ASEAN conquering the EU, Zhenhai fastener manufacturers have used a roundabout tactic to embark on a road to breakthrough anti-dumping barriers.
Zhenhai District is one of the main production areas of fasteners in the country, and its output accounts for about one-sixteenth of the country. The EU is one of the main export areas of Zhenhai fasteners. On January 31 last year, after the EU decided to impose high tariffs on screws, bolts and nuts imported from China, none of the fastener exporting enterprises in the area were spared, and they were all subject to a high anti-dumping duty of 87%. Since then, the export volume of Zhenhai fastener products has dropped sharply, with a decrease of more than 80%.
As early as in 2007, the EU launched the anti-dumping investigation on fasteners against China. In 2007, “Zhongbin Fasteners” made up its mind to invest 5 million yuan in Malaysia to establish a production and sales company, and the production did not impose anti-dumping on ASEAN. A product. In May of the following year, the “Zhongbin Fasteners” Malaysia Company was put into production, and all of the 1,000 tons of products per month were exported to the EU.
The same tactics as "Zhongbin" are also enterprises such as "Jinding Fasteners". Before the EU implemented anti-dumping against China, the company's exports to the EU accounted for 90% of the total, and after anti-dumping, it fell to zero. As a result, the company built a production base in Indonesia. Today, the company produces about 300 tons of fasteners per month and 80% of them are sold to the EU.
Anti-dumping of Indian tires is not enough to reduce production. Some countries follow other people's national conditions and take anti-dumping measures against China's export products. They did not expect to lift their own feet.
