The Department of Agriculture (Agriculture, Animal Husbandry, Rural Economics) (provincial and committee) of each province, autonomous region, and municipality directly under the Central Government:

Pesticide management concerns the safety of agricultural production, the quality and safety of agricultural products, and the interests of farmers and social stability. In recent years, local governments have taken active measures to strengthen the management of pesticides and provided a powerful guarantee for the development of agricultural production. However, in the recent period, the order of some local pesticides markets was relatively confusing, and the illegal use of high-toxic pesticides for production and sales was prohibited. The quality and safety events of agricultural products caused by pesticide residues occurred from time to time. In order to effectively protect the interests of farmers and consumers, we now further strengthen the management of pesticides and put forward the following opinions:

I. Strengthen the supervision of business entities and regulate the behavior of pesticides

At present, there are many problems with the large number of pesticide operators, small scale, and disorderly order. Agricultural administrative departments at all levels shall, in conjunction with the industrial and commercial administrations, fully conduct inspections of pesticide management units, resolutely ban them in accordance with unlicensed operations and requirements that are inconsistent with business qualifications, and the qualified business units shall be announced by the provincial agricultural administrative department on the Internet. The business unit must establish and improve the invoicing account, strictly check the purchase, provide the purchaser with the correct medication instructions, and issue sales vouchers. Establish record records of illegal behaviors of pesticide management units. If there are serious illegal acts or illegal operations within one year, the administrative department for industry and commerce shall be required to stop its business activities. We will vigorously develop pesticide chain operations, encourage pesticide production companies to carry out direct sales of pesticides, and support pesticide production and operating companies to develop integrated services of “selling drugs and applying pesticides”. The advantages of vegetables in key regional counties shall implement a high-toxicity pesticide fixed-point operating system, strictly verify the high-toxicity pesticide business units, implement real-name purchase of medicines, and establish records of sales of highly toxic pesticides.

Second, strengthen the use of technical guidance to guide the safe and rational use of drugs

The use of pesticides directly affects the quality and safety of agricultural products. The agricultural administrative departments at all levels shall, in accordance with the characteristics of local diseases and insect pests, promptly release the Catalogue of Guidance on Crop Pest Control, recommend safe, efficient, and applicable varieties of pesticides to farmers and guide farmers in the correct selection of pesticides. Strengthen the supervision and management of pesticide behaviors of farmers' professional cooperative economic organizations and agricultural product production enterprises, supervise and urge them to establish standardized pesticide use records; focus on strengthening the training and guidance on the use of pesticides for scattered farmers in vegetables, fruits, and other major fresh produce production areas, and promote pesticides Use the supervisor system to intensify the inspection of the use of pesticides. If it is found that pesticides used in violation of regulations are promptly rectified and serious violations are committed, they must promptly report to the local agricultural administrative department. The provincial-level agricultural administrative department shall strengthen the monitoring of pesticide residue in the production of vegetables and fruits, and find that the use of high-toxic pesticides with prohibited limits is strictly investigated and dealt with in accordance with relevant regulations. We will give full play to the exemplary role of the horticultural crop standard parks, and specialized pest control organizations, and guide farmers to use drugs safely and rationally.

Third, strengthen the supervision and enforcement of pesticides and rectify the pesticide market order

Agricultural administrative departments at all levels should strengthen the daily supervision of the pesticide market, especially the inspection of grass-roots rural pesticide operating stores, and focus on checking whether the labels of pesticide products they distribute are normative. If they find that they do not meet the requirements, they shall be investigated and ordered to return to the producer according to law. correct. It is necessary to increase the supervision and sampling of pesticide product quality, mainly to detect the content of active ingredients and whether to add high-toxicity pesticide ingredients. Intensify the “synching action” and find that counterfeit and inferior pesticides should be traced back to the source and checked in the end. If the circumstances are serious, the Ministry shall promptly request the Ministry to revoke its pesticide registration certificate. We must investigate major cases and investigate cases, implement the system of supervision and listing, and strengthen inter-provincial and inter-departmental cooperation. Suspected crimes must be promptly transferred to judicial organs and criminal responsibility be investigated according to law. Cases investigated and dealt with should be promptly submitted to the competent department of agricultural administration at a higher level. Strengthen the supervision and management of pesticide fairs, strictly examine the qualifications of exhibitors and the legitimacy of exhibiting products. Fourth, strengthen the disclosure of government information and enhance public service awareness

Open government information is an effective means to promote legal administration and improve public service capabilities. Agricultural administrative departments at all levels must disclose relevant pesticide management information in a timely manner in accordance with the "Regulations on the Disclosure of Government Information." It is necessary to publish office procedures and requirements, implement sunshine examination and approval, and improve the efficiency of administrative examination and approval. Timely publication of pesticide registration, quality monitoring, pesticide efficacy, safety risks and other information, provide services for pesticide law enforcement personnel, pesticide production and business units and farmers.

V. Dealing with accidental injury and maintaining social stability

Agricultural crop injury accidents are major hidden dangers affecting the safety of agricultural production. Properly handling drug accidents is not only a technical issue, but also a sensitive social issue. The administrative departments of agriculture of all provinces (autonomous regions and municipalities) shall formulate procedures and requirements for technical investigation and technical appraisal of pesticides and pesticides hazards, and establish an expert database for the identification of drug injury hazards.
