They actively adopted various issues concerning hot work and difficulties in work safety. I. Understand the situation and make concerted efforts to manage safety production

Since the beginning of this year, all regions and units have earnestly implemented the spirit of a series of instructions from the Party Central Committee and the State Council on safety production, vigorously promoted and implemented the guiding principles of "safety development," formulated safety plans, and implemented assessment indicators for safe production; in-depth development of coal mine gas The two tough battles of governance, rectification, and shutdown will guide coal mine enterprises to strengthen their safety management, conduct inspection and rectification of major hidden dangers such as gas and water hazards, earnestly implement high-risk industrial safety production licensing systems, and promote special rectification in key industry sectors; strengthen safety production To build, establish and improve a joint law enforcement mechanism, strengthen supervision and supervision, and carry out inspection and inspection; study and formulate and improve safety-related economic policies, strengthen the guiding role of policies, and promote the implementation of various tasks.

Trade union organizations at all levels are an important force in carrying out work safety. We have done a lot of fruitful work in publicizing the party’s and national production safety guidelines and policies, mobilizing the organization’s employees and their families to do a good job of safe production, and safeguarding workers’ safety and health rights and interests. Since the second half of last year, the National Federation of Trade Unions and the State Coal Mine Safety Supervision Bureau jointly achieved great progress in the employment of 100,000 people safety supervisors in coal mining enterprises, which promoted the strengthening and improvement of safety production, especially coal mine safety work.

Under the correct leadership of the Party Central Committee and the State Council, relying on the joint efforts of local governments at all levels, all parties concerned, and the vast majority of enterprises, especially the broad masses of workers and staff, the national security production situation in the first half of this year continued to maintain an overall stable, tending to improve the development trend. . According to the statistics of the dispatch, in the first half of the year, a total of 330,770 accidents of various kinds occurred throughout the country, with 52,425 deaths, a decrease of 35,327 from the same period of last year, and a decrease of 6,258, a decrease of 9.7% and 10.7%, respectively. Among them, there were 53 accidents with more than 10 deaths and 854 deaths, a decrease of 5 compared with the same period of last year, and a decrease of 455, respectively 8.6% and 34.8%. The safety production indicators in most industry sectors have declined to varying degrees, with 210 coal mine accidents decreasing and deaths decreasing by 625, down by 13.0% and 22.4%, respectively. In the first half of the year, the death toll of all types of accidents in the country accounted for 42.5% of the annual control assessment indicators. All provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps have completed control indicators.

Guizhou Provincial Party Committee, Provincial People's Congress, Provincial People's Government and Provincial Federation of Trade Unions attach great importance to safety production work, and in particular pay attention to coal mine safety production. The main leaders took personal responsibility and took charge of the leadership. In July, the Provincial People's Congress passed the "Regulations on Production Safety in Guizhou Province", which included the four indicators of production safety in the "Eleventh Five-Year Plan" and passed the deliberation of the Provincial People's Congress. At the same time, it has introduced a series of policies and measures to strengthen safety production, such as setting up full-time deputy county (district, city) chiefs in charge of safety in major coal-producing counties (districts, cities), and taking safety production as an evaluation and evaluation of leading local government bodies. The main indicators, each year by the financial arrangements of 30 million yuan for coal mine safety technology transformation (since 2005 will continue until 2010), the provincial safety supervision bureau and Guizhou Coal Mine Safety Supervision Bureau work hard, measures hard, gas control supervision The group continued for three years. On the basis of the closure of more than 300 small coal mines last year, it will be closed again this year to 417 sites. These and other tasks have all contributed to the promotion of safe production, especially coal mine safety. In the first half of this year, compared with the same period of last year, the number of accidents in industrial and mining enterprises decreased by 81 and the number of deaths dropped by 86, down by 19.7% and 15.4%, respectively. The province's coal million-million-ton death rate averaged 7.9 last year and 1 to 6 this year. However, the current national security production situation remains grim. First, major accidents have risen sharply. In particular, the number of fatal accidents and fatalities of 3-9 deaths nationwide in May was up by 23.5% and 30.3% year-on-year, respectively; they were up 10.1% and 7% respectively year-on-year in June. Second, the total amount of coal mine accidents increased for two consecutive months. The number of accidents and deaths increased by 27.8% and 11% respectively in May from a year earlier, and they were up 13.9% and 12.4% respectively in June. Third, there has been an accident rebound in most recent industry sectors. In May and June, the total number of non-coal mines, fireworks, construction, fire, road traffic, and water traffic accidents increased to varying degrees, and major accidents occurred in road traffic and civil explosive equipment. Although the situation has improved since July, the frequent occurrence of heavy accidents in most industries and fields has not been effectively curbed.

To this end, we must fully understand the critical importance of doing a good job of safe production, earnestly enhance the sense of responsibility, urgency and sense of mission, and follow the pattern of safe production in accordance with the principle of “Unified Leadership of the Party Committee and Government, Supervision of the Department, Responsibility of the Enterprise, and Wide Participation of the Whole Society”. According to the demand, relying on the people and the working class, establish a wide range of participation and supervision mechanisms for the masses, give full play to the role of social supervision and public opinion supervision, and seize the various tasks.

Second, strengthen supervision and establish strict security lines

In the face of the still grave situation of production safety, one of the most important tasks at present is to seriously study and implement the important speeches of the General Secretary and the Prime Minister, unify ideas and actions into the spirit of the speech, and put the spirit of the speech into all work related to production safety. Going to solve practical problems in the work, we will continue to create a new situation in safe production.

For our safety supervision and supervision system, we must take the opportunity to study and implement the spirit of the important speeches of the General Secretary and the Prime Minister, insist on guiding safety production with guiding principles of safe development, and implement the principle of “safety first, prevention first, and comprehensive governance”. Adhere to the principle of treating both the root cause and the problem, focusing on treating the symptoms, moving forward at the customs gate, moving down the center of gravity, managing hidden dangers, and preventing accidents. We will do a good job in safety planning, promote the simultaneous and coordinated development of safe production and economic society, develop two tough battles, and comprehensively strengthen coal mine safety production; effectively strengthen the safety supervision of non-coal mines, dangerous chemicals and fireworks, and make good use of road traffic; Safe work in fire protection and other related industries in public gathering places; earnest implementation of the administrative licensing system for safety production and the "three simultaneous" system to improve the access threshold for the security market; conscientiously implement the amendments to the criminal law and strengthen the legal system for safe production; and strengthen emergency rescue work to improve The emergency handling capacity of major accidents; supervises and guides enterprises to implement the main responsibility for safety production; improve and perfect internal safety supervision and management institutions and working mechanisms; increase safety investment, manage major hidden dangers, do a good job in safety training for employees, and continuously improve the intrinsic safety of enterprises The level lays a solid foundation for realizing the two phases of coal mine safety goals and the safety production targets during the current government term.

The workers and masses are practitioners of safe production. In the work of safety production, it is necessary to fully rely on the masses of workers and give full play to their role as masters in preventing accidents. We must rely on the workers and workers to safeguard the legitimate rights and interests of employees. The "Safety Production Act" stipulates that employees have the right to know, criticize and report on safe production. Enterprises must demonstrate factory and mineral affairs disclosure in their safety management work, and have the right to refuse, and endanger the safety of workers. Trade unions at all levels have an irreplaceable role in safety production supervision and rights protection. Third, carry out the Ankang Cup competition activities in depth to improve the level of enterprise safety production management

From the first 4,000 companies to participate in this competition, the number of participating enterprises has reached 150,000; the number of participating employees has grown from 5 million to 65 million. As one of the country’s important old industrial base cities, Harbin has organized various types of enterprises to participate in the “Ankang Cup” competition activity since 1999, in a hierarchical organization, classified guidance, and rolling promotion. In the past seven years, the participating enterprises of the “Ankang Cup” competition in the city have grown from the first 100, 1280 teams to the current 934 and 8,144 teams. The number of employees has grown from the first 150,000 to 400,000. The level of safety production management has been significantly improved.

The third is to effectively promote the safe production of enterprises. In the well-developed Ankang Cup activities, the "safety first, prevention-oriented, comprehensive governance" policy was implemented, the national laws and regulations on production safety were implemented, and the responsibility system for safety production was implemented at all levels, relying wholeheartedly on the employees and relying on them. Technological progress and scientific management have achieved a relatively long period of safe production, which has effectively ensured the safety and health of the employees and also enabled the company to achieve development and progress. With the promotion of the Guizhou Provincial General Trade Union, the "Ankang Cup" competition has become an important part of Guizhou's corporate culture construction. Panxian has more than 160 coal mines and more than 100,000 people participated in the "Ankang Cup" competition. Through carrying out various activities, the safety production knowledge is widely distributed among the employees. In 2005, the county's coal output was 20 million tons and million tons.
