Each county (city, district) has at least one earthquake emergency shelter with an effective site area of not less than 2,000 square meters (see III or higher standard construction). The remaining earthquake shelters shall have a capacity of not less than 300 people. They shall have facilities such as water supply, power supply, toilets, etc. They shall have the function of medical rescue and epidemic prevention, and establish clear signs.
The construction of earthquake emergency shelters should be based on the overall population density, seismic fortification level and historical seismic activity in the area, combined with the overall consideration of the construction of natural disaster disaster avoidance sites. The counties (cities, districts) where conditions permit can, on the basis of completing the tasks, appropriately increase the number of earthquake emergency shelters according to population distribution and economic capacity.
