If the leakage accident is serious, it should request local 110, 120, 119 linkage rescue, and do a good job of on-site evacuation and alert work.
2. Establish an alert area: alert areas should be provided with warning signs and special personnel alert, in addition to fire, emergency handling personnel, other people and vehicles are prohibited from entering the warning area (risk area alert is yellow and black belts, alert guards wear armbands). When the leak was small, it was separated by 150 meters. When it leaked, it was separated by 450 meters.
3. Emergency evacuation: The evacuation of persons in areas outside the alert area and those who are not involved in the accident should be promptly evacuated. Attention should be paid to upward wind direction, and do not stay in low-lying areas.
4. When there is poisoning, suffocation, frostbite and other injuries at the scene, the favorable and well-ventilated terrain should be selected to set up first-aid points, protect themselves and the wounded, and remove the heavier patients from the scene to the fresh air.
5. When there is a person who has absorbed chlorine at the scene of the accident, quickly transfer it to a safe location where there is no chlorine contamination, and loosen the collar, buttons, and belts of the person who receives the chlorine to make it clear. If chlorine is adsorbed on the clothes, in order to prevent the second pollution, the clothes should be replaced in time, and the cold should be prevented during the replacement.

7. For persons with respiratory arrest, artificial respiration should be applied and sent to the hospital. Artificial respiration should be performed on the way.

10. If the container leaks, it should be treated according to the corresponding leakage conditions:
(1) When the cylinder valve leaks, the leaked valve is turned to the top to make it into the state of gas chlorine (the liquid is released when the valve is down), and the leak is checked;
A, valve thimble (valve core) at the leak: You can use the wrench to tighten the pre-pin, and tighten the valve on the blue nut, tight to the principle of no leakage, do not use excessive force to twist the stem, causing more Big leak.
b, valve outlet leakage: tighten the thimble and then leakage can be valve outlet hexagonal copper nut (no hole) tighten.
c. In case of the above two methods are invalid, polyethylene film or thin rubber sheet can be used to bandage the leak.
(2) The fusible plug is exposed to hot melted chlorine gas. After the operator wears the protective equipment, the leak is turned upwards, and the gaseous chlorine is released. Then it is sealed with a bamboo stick with a diameter of 5 mm. In the case of 40 liters (small cylinders), it is not easy to nail with a bamboo stick, and the lead strips or solder strips may be used to nail into the leak holes.
When the above methods are still not handled properly, the cylinder should be promptly pushed into the emergency tank, and immediately open the water to the safety valve, while adding a large amount of protopine.
11. When the leakage accident is controlled, the handling personnel shall report the rescue situation at the scene of the accident and protect the accident site to facilitate the accident investigation.
12. In the event of an air leakage accident, the on-duty personnel should immediately report to the leaders of the branch and the company's leaders. The above-mentioned personnel should immediately rush to the scene after receiving the report.
