Liaocheng develops deep processing of copper and aluminum to promote industrial transformation and upgrading

Recently, the “Liaocheng Non-ferrous Metals Processing Industry Development Plan” led by the Liaocheng Economic and Trade Committee has been commissioned to compile and report on special topics. "Planning" proposed that in order to promote industrial transformation and upgrading, Liaocheng will develop deep processing of copper and aluminum.

As of the end of 2015, there were 46 non-ferrous metal production and processing enterprises in Liaocheng, with an annual output of 600,000 tons of refined copper, 1.9 million tons of electrolytic aluminum, 530,000 tons of copper processing and 1.4 million tons of aluminum processing capacity. Yu Hailong, director of the Liaocheng Economic and Trade Commission, introduced non-ferrous metals as the first of the eight industries in Liaocheng City and currently faces the dual pressures of sustained growth, energy conservation, emission reduction and environmental protection. The introduction of the "planning" is to adapt non-ferrous metals to structural reforms on the supply side, and to find new economic growth points and complete new tasks for transformation and upgrading.

"Planning" proposes that Liaocheng copper and aluminum processing industry will focus on four ways to achieve transformation and upgrading. The first is to develop intensive processing and optimize the industrial structure. Efforts will be made to develop deep processing of copper and aluminum, and gradually reverse the industrial structure in which the proportion of smelting is too high and the proportion of processing is too small. The second is to improve product quality and play a leading role. Efforts will be made to increase the technical content and added value of the existing copper and aluminum products and establish a benchmark and leading role in the industry in a certain area. The third is to improve the industrial chain and amplify the cluster effect. Rationally plan and design the industrial chain and industrial network, define the development direction and goals, form a chain reaction, and amplify the cluster effect. The fourth is to extend the industrial chain and pursue the greatest value. Guide enterprises to the high-end extension of the industrial chain and value chain, and then attract end-users to settle in Liaocheng.

Yu Hailong introduced that the preparation of “Planning” has a steady growth for the non-ferrous metals industry in Liaocheng, ensuring that Liaocheng achieves its “13th Five-Year” all-round development goal. This is of strategic significance; it will lead and promote the transformation, upgrading and continuity of China's non-ferrous metal processing industry under the new normal. Healthy development has implications for reference; at the same time, it is also conducive to promoting national and local special development strategic significance at the specific strategic level.

It is understood that the scope of the "planning" covers copper processing and aluminum processing. The deadline is 2016-2025.
